So, a new fishing law has been passed. It will enter into force on January 1, 2020. If you walk along the main points and draw conclusions, then the main pain points were RPU – fishing areas, where they took a fee for visiting these reservoirs and fishing. Now, under the new law, paid reservoirs should be closed by the end of 2020. From the new year 2021, the era of free fishing will begin on all water bodies except those where the objects of the Ministry of Defense of the Russian Federation, nature reserves, national parks and aquaculture areas are located, intended for breeding scallop, trepang and especially valuable fish species, that is, in fact, water gardens. The owners of “payers” who have invested in cultivating the reservoir, launching fry and yearlings, will try to “recapture” their money by scooping a pond or lake to the state of a water desert before the end of the validity of the RPU. Those who are smarter will keep fish supplies in order to use the built campsites and country houses, renting them, fishing tackle, boats, boat motors for rent and for rent to fishermen and tourists. Tenants of these reservoirs will need to renew their contracts before January 1, 2020. And fishermen should remember that, despite the free fishing in the former RPU, you still have to coordinate the possibility of such fishing with the tenants of the reservoirs, at least until the end of 2020.

The amendments to the new fishing law also included a clause on registered permits for catching certain types of fish, which the region would indicate. Now this item has been removed from the fishing law, so that there is no reason for extortion of money by inspectors and officials.

There is nothing new in the paragraph on catch rates.
Only earlier there was a single norm for the entire USSR – 5 kilograms. Now, for some regions, this norm can be 10 kilograms and 30 kilograms. This will be decided by the authorities of the region.

Among the negative expectations of our fishers include the alleged revelry of employees of the fish inspection, who will begin to write fines for fish caught above the norm, for example, for several days of fishing. And how to determine how much time the fisherman spent in the pond and how much he could legally catch and take out the fish? Everything is at the discretion of the servant of the law. And the fines, apparently, are expected to be serious. From 2 to 5 thousand with the confiscation of gear and boats. If you catch zander per centimeter less, shell out. Malicious violators can be fined up to 500 thousand or imprisoned for a couple of years.

There is another interesting fad
In the adopted law on recreational fishing, nets are prohibited, but with the caveat, they say, Far Easterners, northerners and Siberians can be nets, since this is a traditional folk craft. Moreover, they will catch valuable red fish, which they sell for the money in central Russia, as if the fish was made of gold.

But it’s okay, let them catch it, since they have long lived on their native river, feed their families with fish, which has become habitual and everyday food. But what about the locals who have been living on the banks of the Volga since childhood? Why is such a selective approach one possible and the other a ban? This is discrimination. Why can’t they register their network, label, and how do the North people feed their family fresh fish? They were born here on a river, lake, flood zone of the hydroelectric power station and are accustomed to fish, which became the second bread. Fish is not only a tasty and healthy product, but it also saves the family budget, in which the villagers always have little cash to train children, clothes, furniture and more. And not so long ago, when the Gaidars and Chubais (as Chubais fishes) threw villagers to survive, depriving them of work, fish was the only source of money. Her local fishermen sold in the city or handed over to dealers. So they lived. I remember, one local resident told me how he adjusted a loop from hopelessness in a shed, and only by chance saved him from suicide. Well, those times survived, but it turns out that now the Volars will have to buy frozen blue whiting or capelin in a selmag (how to fry capelin without a smell), unlike the chosen lucky ones from the far outskirts of the country who were graciously allowed to eat fresh fish caught by the net. Of course, the Volga will be caught with nets, as before, but they will also be caught, fined, and planted.
