Legislation is a very complicated matter. The theme of the water protection zone has recently become a byword. Various authors in social networks, on the pages of newspapers and magazines heatedly discuss the current Water Code of the Russian Federation and the legacy of the Russian government’s decree on water protection zones of water bodies, which V. Chernomyrdin signed 23 years ago as prime minister. And in 2007, at the request of Prime Minister V. Zubkov, he was recognized as having lost force. And they put various amendments there. But much of what was in that edition remained in the current Water Code of the Russian Federation. Of course, all sorts of changes have been made. Well, a little there the numbers have changed, added something. The minimum width of water protection zones has become smaller. Previously, they wanted to generally not go to large rivers, such as the Volga, closer than 500 meters by car. But it was a long time ago. And in 2013, obviously, changes were made to the Water Code.

A normal, unprepared person, having read all these endless corrections, changes and additions, can, in his simplicity, move his mind. Not everyone has the brains, like many deputies and officials, adapted to cover the vast. Therefore, many citizens, even with a great desire, can not fully understand. They read, they read … They go to different footnotes, where amendments and changes unexpectedly open. And the more they read, the more they get confused in the sense of these publications, like flies on a web.
Well, why hasn’t a service been created that would translate into ordinary language for ordinary citizens the wonderful ideas of our officials and various people’s deputies? The official language of documents does not always fully reach consciousness. For example, paragraphs 4.1-2-3 and 15.4 in Article 65 of the Water Code state that if you were driving or stopping at a distance closer than 50 or 200 meters in your vehicle on a country road to the pond (depending on length river), then you will instantly be fined for it. Moreover, the type of vehicle is not specifically indicated, which means that any Russian who has arrived, say, on a bicycle, can “sand up” thousands of rubles established by law. Perhaps this will affect foreigners? It will hurt a person. He may not even come to catch fish, but he can also take water to consecrate it in the church and himself, his dwelling, to sprinkle from evil spirits. Or pick up leeches for private treatment. The work of Rosprirodnadzor, Fish Protection and the police, which are given the right to teach foolish minds to foolish minds, will be added to the work of Rosprirodnadzor. But, again, the state benefits – money will probably replenish the budget? Well, let everyone approach the rivers on asphalt, then there will be no problems. And on country roads, but off-road – no way!

The fair-law Oleg Shein even introduced a whole bill on amendments to the Water Code of the Russian Federation in favor of ordinary citizens (the video with Oleg Shein’s appearance on YouTube, for some reason, disappeared without a trace, possibly temporarily). They say that it is not necessary to drive people away from rivers under the threat of a fine. It is necessary to give an opportunity to those who wish to still drive closer to the shore in cars, otherwise, it’s kind of like, we restrict our rights. And the coast from this will not become cleaner (this is one of the arguments in favor of the prohibitions on the movement of transport in the coastal strip). No one will drag trash for two hundred meters to the car. In the best case, they will bury them right there on the shore. Someone supported him, someone not. A respectable United Russia woman generally stated that if they give free rein to the fishermen, they will trample all the corn fields on the banks of the rivers with their cars. Has anyone seen corn fields on the banks of rivers? As a result, the Shein bill was not passed by a majority.
All these calculations of the Water Code have long existed, but until recently, like some other laws, almost did not work. Because a lot of things written there with real life have little in common. All citizens of coastal villages who came along a country road to their homeland should now be fined? And there are no special car parks in coastal villages either. So the fine is shining again? Probably, disinterested concern for the purity of the native land and the preservation of its biological resources?
