You can’t drive to the river by car
The new provisions on the water protection zone are doubly impressive. It seems that our responsible persons are taking care of protecting the Russian banks of rivers and lakes from the urban negative impact of civilization, and if you imagine some of the nuances and consequences of the introduction of these provisions, it becomes uncomfortable. There is a feeling that our lawmakers are only preoccupied with how to poison the life of a simple Russian person. This, incidentally, applies to innovations in the paragraphs of the fishing law. But first, about the most important pain points of the new provisions on the water protection zone.
So, what follows from the new provisions.
If the length of the stream or river is not more than ten kilometers, then the vehicle can be left at a distance of 50 meters from this reservoir. The same parking distance should be observed on the shore of a reservoir or lake.
With the length of the river from ten to fifty kilometers, the distance from the shore of the reservoir to the car should be no less than one hundred meters.
If the river bed stretches for fifty kilometers and to infinity, then the water protection zone is already two hundred meters.
In paragraph 4 of the new provisions on the water protection zone, it is said that now it is impossible to drive up to the reservoir by dirt roads, not to mention the parking on the river bank. Only special vehicles can do this, probably police cars, ambulances, fire engines, emergency vehicles and so on. In paragraphs this is not specified. Drawing conclusions from the above, we can say that now you can approach the reservoir only along the highway if it is laid next to a river, lake, pond and reservoir.
Now about the impressions and considerations regarding these paragraphs of the “Water Code of the Russian Federation” of June 2006 with the revision of August 2018 with amendments and additions of January 2019.
Well, firstly, as some authors comment, they constantly violate the new provisions on the water protection zone, because when moving in a vehicle in Karelia, it is impossible not to break the law, since there are only streams and streams around. Secondly, what about those who need to launch their small boat on the water, and it, for example, is a hull boat like the Kazanka-M, Progress, Crimea, Voronezh and a kind of small boat Ob-3 “or a boat of PVC, RIB of large sizes, not to mention the boats. Not all roads have asphalt roads. How do these small boats usually launch? Riding in reverse to the water and lowering the boat from the trailer. On your hands you can’t attribute any boat to water, especially if the car is two hundred meters from the riverbank. In addition, it is difficult to imagine how to leave your vehicle two hundred meters from the river, where you fish under the cliff of the river, from where you can not see and hear what is happening with your car? Especially if there is some large village nearby. And now, not only in the city, but in any village, there are lovers to profit from other people’s property. Just “strip” the car, remove the wheels and more.
I myself know how tedious and difficult it is to carry even a not very large PVC boat to the water with many fishing accessories and other things, if the car is far from the water. And this happens and not only for reasons of compliance with the law. All this has been tested on its back. And it’s hard to imagine a situation where all this will have to be done by an elderly person, a disabled person or suffering from heart disease, asthma, and so on. How can they carry it all two hundred meters to the river and from the river after fishing? But fines have grown here. They now reach 4.5 thousand.
It seems that our deputies and lawmakers live in an unreal world, where there is a lot of free money, you can sleep at meetings of the Duma, not go to them. Their cottages are located in water protection zones, the plots on which they bought in violation of the law. The highway goes straight to their dachas, where there are moorings and boats. First of all, we must begin to demolish all these structures, and only then take some provisions that infringe on the rights of ordinary citizens.
